It is by the Italian artist Giuseppe Arcimboldo. 

It seems like a human face made with fruits and flowers. 

There´s a melon as forehead, a pear as nose,
 peaches like cheeks, and grapes, cherries, wheat, 
plumbers and olives as hair. 

I like this picture because it is really funny.
